It’s my pleasure to tell you that the PSC Delegate Assembly voted last night to recommend the proposed 2023-2027 contract to you for ratification. This strong agreement is an important achievement in our continuing campaign to make CUNY a better place to work and learn.
After more than 40 bargaining sessions with CUNY management over 21 months, the tenacious PSC bargaining team felt that we had delivered the best contract possible in this round of negotiations, and the Delegate Assembly agreed. The agreement reaches back to March 1, 2023, with retroactive pay to the first day of the new contract, and forward to November 30, 2027. Care was taken to address the needs expressed by members in multiple job titles. PSC members deserve the security that this contract represents as we enter a challenging period of uncertainty for public higher education and organized labor.
I ask you to consider the Delegate Assembly’s recommendation and vote YES to ratify the agreement when voting begins today at 5PM.
The bargaining team has scheduled two mass Zoom webinars to discuss the proposed contract and answer questions:

Only PSC members who register for the Zoom webinars with their full first and last names will be admitted.
The ratification vote will be administered online at ElectionsAAA.org and via phone by the American Arbitration Association (AAA). Voting begins this evening, Friday, December 20th at 5 PM and ends Friday, January 10 at 11:59 PM.
AAA will email a unique Personal Identification Number (PIN) and voting instructions to you via this email address when the voting begins. Please check your spam if you do not see the Friday 5 PM email from AAA. They will also mail your unique PIN and voting instruction to the physical address that we have on file for you.
If you have not received your PIN by Monday, call the American Arbitration Association at 1-800-529-5218. Their hours are M-F 9 AM-5 PM, but they are closed Christmas day and New Years day.
If the agreement is ratified, we will receive across-the-board raises of 13.4%, almost two year’s retroactive pay, additional equity raises for many of our lowest-paid colleagues, and a ratification bonus for full-time PSC members of $3000, prorated for part-timers. Faculty and staff at the top of their salary schedules will see extra pay as well. New paths to promotion and additional support for professional development will go into effect, as will a revised multi-year appointment pilot program for teaching adjuncts, and many other provisions.
If the proposed contract is not ratified, none of the provisions will take effect.
On behalf of the bargaining team, Executive Council and Delegate Assembly, all of whom voted after careful consideration to approve the proposed contract, I urge you to vote YES. Your vote matters; it is risky to assume that others will ratify the contract. Claim the advances that your solidarity and action during the contract campaign have helped our union to achieve.
