PUBLIC SECTOR BARGAINING: 

In the past year (2003/04) New York State government settled contracts with many state government employees, including our SUNY colleagues in UUP (United University Professions).  UUP members accepted a four-year contract worth 15% in salary improvements over the life of the agreement, including an $800 cash bonus.

MANAGEMENT'S OFFER

A 4-Year Contract:
0%, 1.5%, 1% & 0%

 

CUNY management called it
“absolutely a reasonable
offer”;  the union called it
“absolutely obscene.” 

 

At the December 1st collective bargaining session, CUNY management presented the following proposal, which they explicitly identified as “an initial proposal.” 

  • A four-year agreement (Nov. 1, 2002 through Oct. 31, 2006)

  • Economic offer:

o     Upon ratification, $400 one-time lump sum cash payment per full-time employee on payroll on the date of ratification; pro rata amount for less than full-time employees. 

o     Year 1:  0% increase

o     Year 2:  1.5% increase

o     Year 3:  1% increase (to be funded by productivity savings) 

o     Year 4:  0%

Speaking on behalf of the members, Barbara Bowen, the union’s chief negotiator, expressed outrage at the offer even as an initial proposal: what it amounts to is a total of 1.5% increase in total over four years, with a small cash bonus.  Even as an initial offer, that amount is demeaning.  Further, by offering no increase in Welfare Fund contributions, the offer signals a staggering disregard for sustaining our members’ supplemental health benefits through the Welfare Fund.  In presenting the offer for University management, Vice Chancellor Malone had called it “absolutely a reasonable offer”; the union called it “absolutely obscene.”
